What does the diagnostic screen say about hdmi, powered with no sd card?

What resolution screen are you using?

Currently this is displayed when I power on the Raspberry Pi 4 with no SD card inserted into my 1920x1080 monitor.

Usually at this point it just tries to boot from the SD card, fails, and then trying booting from USB. It consistently goes back and forth between those two modes.
