Well, I didn't expect it either, actually I discovered it by mistake when playing with SIO, and changing the whole bank from the debugger (laziness -including GPIO25). At that moment I only briefly checked with the scope, and yes, it was E9, not some spurious pulses.
Sometimes it is enough just to touch it with the scope probe to get it off (probe capacitance), or even with the fingertip.
Now, I've just measured and checked again, it's still there like a ghost (Pimoroni Pico Plus 2 onboard green LED):You have to pull down the pin below 1.25 V at 110 uA to get it off, and it looks like a green LED + 470R doesn't, it stays glowing.
To be honest, I kinda like it!
