Hi all,

I'm trying to connect my Raspberry Pi 2 Model B (v1.1) directly to my Windows PC using an Ethernet cable (for a headless setup), but Windows reports:

"Unidentified Network"

That doesn't mean much. If it was WiFi it would be displaying the SSID.
No internet access

Means exactly what it says. Local connections will still work if properly configured.
As a result, I can't SSH into the Pi using raspberrypi.local or its IP. I’ve tried different cables and rebooting both devices, but the result is always the same. The Pi seems to boot normally otherwise.

I haven't set up any static IP or DHCP server on my PC — I was expecting a link-local (169.254.x.x) connection to be enough for direct SSH.

Has anyone faced this issue?

Yes. With a number of potential causes.
Do I need to configure something on the Pi or PC to make this kind of Ethernet setup work?

Probably but you've not given us enough information to offer solid advice.

If you're using RPiOS Bookworm see Bookworm, Point to Point Ethernet (inc g_ether).

If you're using RPiOS Legacy (Bullseye) or earlier the default configuration should work with link local.

If you're using something else either tell us what you're using or ask on their support service.
