Nothing new. Been a known issue since the launch of the 4B.
Combined maximum current for bus powered USB devices on a 4B is total of 1.2A. And that assumes a good quality 3A PSU.
1.2A is enough for one drive but rarely two.
As suggested, use a self powered USB hub or use self powered USB drive enclosures - but be careful with those as some only use external power for 12v and still draw 5v from the USB host.
