I don't usually comment much on the politics of other countries but this seems to be an over use of "won't someone think of the children?".

Written by people who don't understand the tech and sold to people who understand it even more poorly than they do.

In fact there's so much wrong with the idea that I don't know where to start.
  • It's intrusive.
  • It's not clear what problem they're trying to solve.
  • It's likely trivially defeated (I'll mail order my next PC/phone/console/iPad/... from a dealer in Nevada)
  • [...]
Just look at the mandatory age gating that came into force in the UK last year. What did we see? Trivially defeatable (reportedly by submitting video game character screen grabs for one method), an increase in VPN use, and (probably) an increase in Tor use too.

Some things can't be solved by technology. Some can only be solved by getting people to do their damned job.
