If its idle much of the time, could you reduce the idle clock speeds on the Pi4?
The Pi5 defaults to 1500MHz and I run mine at 500MHz with no ill effects - the Pi4 might go lower.
It idles around 10C above ambient with a passive cooler.maybe the Pi4 can go lower than this.
