Check the datasheet how to set pins 13, 14 and 17. The configuration mode is either internal default or external using SMBUS. By powering I meant bus/self-powered options. See the datasheet for more information.
As far as I remember there was a circuit that has USB2422 a few threads below. Maybe worth checking/copying the setup.
