Is it a Pi Camera Module 3?
Any reason you are using 32-bit not 64-bit Trixie? (I don't test with 32-bit any longer)

Are you using VLC to view the h264 - probably you need an mp4 container.
As 6by9 reminded me after I fell into the same h264 trap:
"An H264 elementary stream has no timestamp information for each frame (that is normally stored in the container, eg MP4, MKV, etc)"
So VLC shows just the one frame...
