have you tried using sudo? (superuser privs?)
sudo nano /boot/firmware/config.txt
CTRL-o write the output file
CTRL-x exits.
and I'd recommend buying another SD card (32G, rated A1) so you will be able to have a backup (using SD card copier accessory)

note: the way to make the SD card read-only is the "overlay file system", but i doubt that has been done.
if you want to check, use menu "preferences - control centre - performance" and check that "overlay file system" is NOT on (configure) .
