Your Widevine plugin may be corrupted... some sites report this to fix it:
-1- remove the ~/.config/vivaldi/WidevineCDM directory
-2- start Vivaldi (it should now recreate the WidevineCDM dir and re-download the plugin)
-3- wait for the restart notification
-4- restart
Cannot test it myself for reasons already explained.
