I have and they're not correct in what they're asking for. If you run ANY DHCP server (on a router or on a Raspberry Pi) it is ALWAYS much better to define the static IP addresses on the DHCP server based on the MAC address they're presenting (regardless of how those MAC addresses are set). It is MUCH more efficient to have everything in one place and a single list of IP address vs MAC address.(re)read the OP
