The file /usr/share/rpcc/ui/rpcc.ui should be all text. Does yours have any binary junk in it? Also in that error, characters — “ ” have been replaced by ?, so you may have some kind of locale issue.
Running a command in a terminal window should mean that the errors appear in the same window, and you should not need to redirect to a file. Do not add sudo. rpcc is not written in Python.
