The file /usr/share/rpcc/ui/rpcc.ui should be all text. Does yours have any binary junk in it? Does sudo apt reinstall rpcc help?

Also in that error, characters have been replaced by ?, so you may have some kind of locale issue.

Running a command in a terminal window should mean that the errors appear in the same window, and you should not need to redirect to a file. Do not add sudo. rpcc is not written in Python.
