as RESET is active low a TLC59116 will do plain nothing when you Connect that Signal to GND. use a 10k ohms resistors as pull-up and connect I to VCC If you don't want to bother with it.All address pins are connected to ground. The reset pin is connected to ground. I'm not sure if that's right but it also didn't work if I connected it to Vcc. I don't have REXT connected as I didn't think it was required.

I think I will use that instead. It will save me from having to solder that tiny chip to a board.
REXT is essential for the device operation. read the datasheet (of whatever device you want to use).
I would use https://www.adafruit.com/product/3416 as it's simpler to connect to the Pi
