All address pins are connected to ground. The reset pin is connected to ground. I'm not sure if that's right but it also didn't work if I connected it to Vcc. I don't have REXT connected as I didn't think it was required.

aBUGSworstnightmare, thanks for the recommendation. That led me to find this breakout board: https://www.adafruit.com/product/815
I think I will use that instead. It will save me from having to solder that tiny chip to a board.
as RESET is active low a TLC59116 will do plain nothing when you Connect that Signal to GND. use a 10k ohms resistors as pull-up and connect I to VCC If you don't want to bother with it.

REXT is essential for the device operation. read the datasheet (of whatever device you want to use).

I would use https://www.adafruit.com/product/3416 as it's simpler to connect to the Pi
