I've got started Rpi only one time from SD with rpiOS and afther reboot it stuck with green led flashing 9 short times.

As I understand it, what happens is Raspberry Pi OS updates the firmware to an incompatible one and after that the RAM can't be initialised.
What next depends, in my opinion, on whether the Pi was advertised as new in original condition or you knowingly bought a modified one.
Since the Pi is not an inkjet printer, reflashing the older firmware may be possible. If you paid list, I would suggest returning it instead.
