I do not know where that message comes from. I always completely purge every installation/trace of that 2712 kernel. That is what you could do as well. And cleanup that old bullseye stuff. And rpi-update mess.
The commands I listed are just to make sure it still boots, but cleanup is up to you to do. Make sure you understand how a Pi bootloads and also check config.txt. It can make or break with a single typo or so.
This is a fresh install - bookworm.
Only thing I changes in config.txt is:

The message appears when I do an update or when I install a package.
that message comes from installing something (i think docker?), which depends on a package to auto-detect kernel updates

the problem is that it doesnt understand the system the pi uses, with 4-5 kernels, and it falsely claims you have an update pending
That might be it. I use docker for my services.
