HATs and other add-ons • Re: connecting multiple pci hats together?

Maybe i have confused people.

two pi 5.
One working
One not.

PI 5 No.1 working.
PI 5
Waveshare 2-Ch PCIe FFC Adapter Board For Raspberry Pi 5, Expands 2-Ch PCIe FFC Connectors, Supports Stacking Multiple PCIe HATs, Raspberry Pi 5 PCIe HAT
PCIe 1 attached Geekworm X1001 M.2 KEY-M NVMe SSD Shield for Raspberry Pi 5
PCIe 2 attached Penta SATA HAT

This works.. I can boot from the NVMe drive and see 5 SATA SSD.
All good.

PI 5 No.2 Not working.

Now if I connect the "Geekworm NVMe Hat" to PCI port 1. it will boot.
If I plug the "Waveshare PCIE TO 4-CH NVME Board" connect to PI 5 pcie port and move the boot nvme to the waveshare. it will boot.

But if I plug both into the "Waveshare 2-Ch PCIe FFC Adapter Board For Raspberry Pi 5, Expands 2-Ch PCIe FFC Connectors, Supports Stacking Multiple PCIe HATs, Raspberry Pi 5 PCIe HAT" nothing.

These are almost the same one is a SATA SSD carrier board the other is a NVMe carrier board.
Both use the same ASMedia Technology Inc. ASM1182e pcie switch.
