I also faced CH340s with all-zero serials! Try distinguishing by physical port: use udevadm info -a -n /dev/ttyUSBx to get device path, then create udev rules by hub port numbers. Also note bEndpointAddress=0x82 is fixed - useful for writing filter rules.
