Personally I prefer gpsmon over cgps as it can use gpsd, the port or it's own driver.

Normally GNSS devices are either serial (UART) and have the 4 wires ready or USB and are plug and play on the OS. UART needs GPSD setting up.
I think they tend to have both built into the devices, a lot, well at least all the one I've used so far. Ok some need a resistor or jumper change ublox M8 for example.
Not sure what your TTL adaptor is being used for, other than to make it USB? Did you try UART to the GPIO pins?
