The Pi hub uses ideal diode mixing for downstream VBus so there is no back-powering. 3A is the "official" aggregate downstream maximum current with an appropriate USB-C power supply, but the mixing means that you can accommodate surge loads (such as with HDDs).Yes, I've actually ordered one.
