Most of the commands on that pdf are not used in the present version of Raspberry pi OS and the mention of '2019-01-06' and 'stretch' dates it.
Not sure how you actually read 2019-01-06 (we English would write it as 01-06-2019 or 06-01-2019, depending on which is the actually month), but either way, the OS the commands are written for had approx 12 months to live. Stretch was replaced by Buster in July 2019, that was replaced by Bullseye in August 2021, that was replaced by Bookworm in June 2023 and that will shortly be replaced by Trixie. That means that pdf is three versions of the OS (at least, if you do not count Trixie) out of date. I do not know what the Swedish education system is paying that contractor, but if I was a Swedish parent, I would be demanding my money back.
