I think that would be inaccurate, as the low bits can be set to nozero values if you wish to, but may have undesirable consequences if you are using larger numbers of exceptions.I suggest updating the VTOR register description (table 199) as follows :
31:9 TBLOFF: Vector table base offset field. It contains bits[31:9] of the offset of the table base from the bottom of the memory map.
8:0 Reserved
I suggest leaving table199 alone as it already correctly documents what the register itself can do, but adding a note below it, something like:
