But the RPi OS stutters, I have overclocked and put on a passive aluminium heat sink, but that didn't change things much.
How does one connect a keyboard, mouse and Ethernet to a Pi Zero and keep the cost down?

In my opinion connecting a thin client using WiFi will stutter no matter what type of computer is used once 20 are in the same room.


Note also Pi's didn't have true gigabit Ethernet until the 4B. While it's possible to use a 100 megabit connection, I'd suggest setting up your prototype classroom using the Pi 4 and hoping the version with 2GB RAM becomes cheap enough by the time you're ready to scale the project up.

Since you'll be hosting 20 RDP sessions, I'd also suggest a 10 gigabit adapter for the server and a gigabit switch with a 10 gigabit uplink port.
No ethernet.... Only using wifi (2.4ghz) .
Now I did benchmark the pi zero, it could do around 30-40 mbps in iperf3 over tailscale, which should he good enough for rdp.... No video streaming.

To run twenty clients you'll need you need more than twenty times that bandwidth on your WiFi network and on the server's WiFi interface. So 600 to 800Mbps and that doesn't allow for contention. I'm not sure you can even do that on 2.4 GHz (IIRC the zero2w doesn't do 5GHz WiFi).
