I would be very surprised if is 5W going to be sufficient!not the officall becouse the official one broke but it uses 5w.. Only if the PSU rise time is sufficient.
red means its off, it wont do anything until you turn it on with the power button
the bigger question, is why is it turning off to begin with, it should turn on by default when you plug it in
Questions to OP:
- how do you power it?
- what else is connected?
The official one is 27W.
It would be a good idea to get a new official power supply.
