I usually connect the Pi Zero 2W to my home WiFi. My laptop is also on that WiFi. I then use SSH (PuTTY program) on the laptop to log in to the pi via its ip address and program the pi.
I use Raspberry Pi Imager to write the Raspberry Pi OS to a microSD card, and in Imager OS Customisation Settings, set up all the details - username and password, wifi details, enable SSH service, country code, etc.
