I had initially thought you were changing the wrong file. It is often hard to know what people are doing based on the information provided. I am convinced that you are doing the right thing.
The kernel used in HAOS is configured and compiled by the maintainer of that OS. As you say it didn't work for you with standard Raspberry Pi OS and got the same result. I don't know the answer and I suspect the only one of the Raspberry Pi engineers will know definitively. The engineer 6by9 often answers questions about setting display resolution etc.
