If you need to permanently change the boot order, then change it in raspi-config.
If you want to change the boot order temporarily (for instance to try a new OS), rename the config.txt file in the drive you want to skip. The system will not boot to a device that does not have a config.txt file. Of course, you need a working system to be able to rename back to config.txt, otherwise you can't get back in.
