You're splitting hairs. It has it on dedicated pins that require pullups as part of their function and so use a different larger I/O cell. Well, I guess that's one example. Except it does have pull-ups on some pins.
A lot of the older pre-ARM Infineon and STM automotive ranges have no proper pullups/downs, just a very weak one on certain pins to avoid static build up.
Ranges such as the 68HC1x series didn't even have pullups on pins that couldn't operate without an external resistor as they were purely open-drain.
Same with some of the early Atmel devices.
